Satur Ocampo, others charged for child trafficking

Former Bayan Muna chair Satur Ocampo and Act-Teacher partylist Rep. Francisca Castro were formally charged by the authorities of kidnapping and child trafficking.

The fiscal has set a bail of P80,000 for each member of the group.

The group under Ocampo were onboard five vans when they were accosted past 9 pm Wednesday by the PNP Talaingod after it was found out during a random checkpoint that the convoy of 5 vans held minor children who came from different parts of Mindanao and was headed to an unknown destination the group would not reveal.

Further inspection revealed that the group were composed of minors, prompting the PNP to coordinate with the local government’s local social welfare and development officer who profiled the group and rescued the minors of the group.
The inspection also revealed that the group was all in all 74 persons, of which 10 are teachers who belonged to the ACT partylist , and are teachers of the Salugpungan Ta’tanu Igkanugon Learning Center whose main campus is located in Sitio Dulyan, Barangay Palma Gil,, Talaingod, Davao Del Norte.

Some of the children who were from the area were already taken by their parents to their homes. As for the others who are not from the area, coordination is already being made by the local government to inform their relatives as to the children’s whereabouts.

Meanwhile, angry tribal leaders and residents from the municipality condemned the act of Ocampo’s group and stormed the PNP station where the group are located, demanding that Ocampo leave the area and not take their children.

The municipality of Talaingod through its mayor, Basilio Libayao already passed a resolution earlier declaring their condemnation of any of the group’s activities and presence in their municipality.
Likewise, the tribal leaders of the municipality headed by Datu Guibang Apoga, who earlier defected from the group, already made a resolution declaring that they do not want the said Salugpungan schools in their ancestral domain as the schools served as recruitment centers for the Communist NPA Terrorists, he revealed.

Both the Indigenuous People’s Mandatory Representative Bae Pilar Libayao and the provincial National Commission of Indigenuous Peoples made resolutions for the closure of the Salugpungan schools for the same reasons as Datu Apoga revealed.

The 14 minors are now being taken care of by the Municipal Social Welfare and Development office of the town.

Floirendo heads delegates to APA Meeting in Turkey

Davao del Norte 2nd District Rep. Antonio “Tonyboy” Floirendo Jr. heads the Philippine delegates to the Asian Parliamentary Assembly’s 2nd Executive Council Meeting and 11th Plenary Session being held in Turkey from November 29 to December 3.

Other lawmakers attending the event are A-Teacher Partylist Rep. Julieta Cortuna, Negros Occidental 4th Dist. Rep. Juliet Marie Ferrer, and Butil Patrylist Rep. Cecilia Leonila Chavez.

The Asian Parliamentary Assembly (APA) was born in 2006 at the Seventh Session of the Association of Asian Parliamentary for Peace (AAPP).

The Association of Asian Parliaments for Peace grew out of the collective desire and concerted effort of legislators and members of civil society in Asia to promote peace in general and in the Asian region, in particular.

The APA comprises, in 2007, of 42 Member Parliaments and 16 observers. Each Member Parliament has a specific number of seats in the Assembly based on the size of their population. The number of total seats, and therefore, number of votes, is currently 206.

Members of Assembly must be elected by members of the Member Parliaments. The APA Charter and Tehran Declaration lay out a framework of cooperation among Asian countries, and point out to a vision; that is Asian Integration.

Satur Ocampo, others, questioned by authorities in Talaingod, Davao del Norte

Leftist leader Satur Ocampo and several members of their group were said to have been accosted by the authorities Wednesday evening in Talaingod, Davao del Norte.

In a Facebook post by Renato Reyes, he claimed that former Bayan Muna Rep. Satur Ocampo, ACT Teachers Party-list Rep. France Castro, and the entire Talaingod National Solidarity Mission were held in Talaingod police station since evening of November 28 after they were subjected to harassment by a paramilitary group earlier.

Reyes said that Talaingod police led by Police Superintendents Sison and Dionaldo detained students, teachers and members of the national solidarity mission until today November 29, 2018 in Talaingod Davao del Norte.

Reports reaching Davao Breaking News showed that Ocampo and his group would be facing charges of child trafficking.

It was said that the group was invited to the police station since they have minors with them in their 5-car convoy.

Shootout between police and rebel suspect, NOT MAUTE, in Talomo

Monday’s police operation in Talomo area has generated much buzz after claims that Maute Group has penetrated the city spread like wildfire in the social media.

Authorities however clarified that the subject of the police operation was a member of the New Peoples Army and not Maute.

Here is the police report on the incident:

SUBJECT : Spot Report re-Service of WOA which resulted to an armed encounter between an NPA SPARU- SOG Group and Security Forces.

1. At about 1:30 AM of November 26, 2018, a joint operations by elements of the Philippine Army led by COL. NOLASCO MEMPIN, Commanding Officer of Task Force Davao, DCPO led by PSSUPT ALEXANDER TAGUM, CD DCPO, RMFB 11 led by PSUPT MAXIMO SEBASTIAN JR., 3rd IB Phil Army led by LTC OSCAR PARTUZA and other Philippine Army support units while serving the warrant of arrest order against the group led by alias Jeffrey, Commander of the Pulang Bagani Command 1 (PBC1) of the CNT and who has an standing warrant of arrest order for two (2) counts of Murder, Serious Illegal Detention, Robbery in Band and Attempted Murder, engaged the arresting teams in an armed encounter inside the compound of a closed Victorio Beach Resort, located at Purok 10, Talomo Cemento, Brgy Talomo, Davao City.

2. During the firefight, the terrorist group lobbed several fragmentation grenades and escaped towards unknowm direction under the cover of darkness. There is no casualty on the government side during the encounter.

3. When day breaks, a crime scene investigation was conducted at the encounter site by SOCO XI led by PSSUPT MAG-ABO resulting in the recovery of the following:
1) One (1) unit M-16 Rifle A1 bearing SN: RP 251755 loaded with one magazine with 20 pieaces of live ammunitions,
2) One short magazine loaded with Sixteen (16) live ammunitions,
3) Five (5) pieces of Claymore Mines,

4) Two (2) pieces Improvised Explosive Device(Anti-Personnel),
5) assorted live ammunitions and empty shells of firearms,
6) Airgun and two (2) pellet guns,
7) batteries and electrical wires,
8) assorted electrical tools and
9) electrical tapes,
10) two (2) pieces grenade safety levers,
11) one laptop with charger,
12) assorted USB,
13) one cellphone (MyPhone),
14) DVD’s and
15) subversive documents believed belonging to the armed group.

4. The recovered IEDs are now under the custody of DCPO EOD while the recovered firearms and ammunitions were turned over to PNPRCLO XI for proper disposition.

5. The caretaker of the property is placed under custody of DCPO/IDMB for investigation.
